Operation of the single window

The Single Window was launched in March 2019 in a phased manner with separate modules for issuance of permits, approvals, certificates, rendering customs services, etc. In accordance with the legislative documents, the implementation of the «Single Window» in the Republic of Kazakhstan is entrusted to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.
Through the Single Window portal users can access information on the required licences and permits, rates of customs payments and taxes, legal acts in the field of export-import operations, and various registers of documents and reference books related to the implementation of foreign economic activity. They can also access the following services
• Requesting and issuance of permits for the import of unregistered pesticides issued by the Ministry of Agriculture;
• Requesting and issuance of certificates of state registration of products issued by the Ministry of Health;
• Requesting preliminary decisions on the classification of goods, country of origin and unassembled/disassembled goods issued by the customs service;
• Requesting preliminary decisions on the application of methods for determining the customs value of imported goods issued by the customs service;
• Checking the fact of customs clearance by VIN-code;
• Requesting and issuance of certificates and declarations of conformity.
Additional services will become available after successful completion of the testing. These include issuance of 2 permits for the movement of wild animals/plants pursuant to the CITES Convention and 3 conformity assessment documents for vehicles (Certificate of safety of the vehicle structure, Vehicle type approval, Approved chassis type). Furthermore, 10 state services in the field of customs are currently being completed, including i) inclusion in the registers of temporary storage warehouses, ii) customs warehouses, iii) free warehouses, iv) bonded customs warehouses for storing their own goods, v) duty-free shops, vi) customs representatives, vii) customs carriers, viii) authorized economic operators, ix) intellectual property objects, and x) registration of security for payment of customs duties and taxes.
With a view to eliminate the need for multiple submission of supporting documents and information, 15 integrations with third-party systems have been implemented to date. As part of the integrations with third-party systems, users also can switch from the Single Window portal to other platforms to obtain types of licences and permits, that are not part of the Single Window. To access the Single Window portal and services, users have to meet the following requirements
a. must use a web browser.
b. must register in the system using an electronic digital signature. This applies to both legal entities and individuals.
When automating services implemented on the Single Window portal, the expediency of their provision on paper is excluded. In this regard, the use of «Single Window» services is mandatory.
For unregistered users, reference information on the portal's services is available on the portal's main page, there is also a training section that contains instructions on working with the portal, including registration in it.
